Executive Vice President, General Counsel and Chief Administrative Officer

Judd Hartman, J.D., serves as executive vice president, general counsel and chief administrative officer for PPD. In this role, he is responsible for the company’s legal, human resources, quality and enterprise learning, corporate communications and privacy functions. Hartman reports to PPD’s chairman and chief executive officer and is a member of the company’s executive committee.

Hartman joined PPD in 2001 after serving as vice president of legal affairs for Anker Coal Group, Inc., a coal producer headquartered in Morgantown, West Virginia. In that position, Hartman managed the company’s merger and acquisition activities, administered its credit facilities and related SEC reporting obligations, and managed the company’s land and mineral department with holdings in West Virginia, Virginia and Maryland.

Prior to Anker, Hartman was a partner with Spilman Thomas & Battle, a regional law firm headquartered in Charleston, West Virginia, where he focused on mergers and acquisitions in coal, health care and other industries, as well as joint ventures and commercial lending.

Hartman earned a bachelor’s degree in economics from Washington and Lee University and a law degree from Wake Forest University School of Law.
